PhonePe has officially launched UPI 123Pay, a transformative service designed to bring digital payments to India’s estimated 200 million+ feature phone users without requiring an active internet connection. Becoming the first major third-party application provider (TPAP) to unlock this segment, PhonePe is integrating digital finance directly into basic mobile hardware.
How PhonePe UPI 123Pay Works
- SMS-Based Architecture: The system relies on a robust SMS-based infrastructure, ensuring that transactions can be completed reliably even in remote regions limited to 2G cellular connectivity.
- Versatile Payment Options: Users can seamlessly send money via mobile numbers or direct UPI IDs for peer-to-peer transfers. For feature phones equipped with camera modules, the service also supports physical QR code scanning for peer-to-merchant payments.
- Pre-Bundled Access: To maximize reach, the UPI 123Pay service will come pre-installed on devices from major feature phone manufacturers, including Nokia, HMD, Lava International, and Itel Mobile.
- Voice-First AI Helpline: To assist first-time users, PhonePe has integrated an AI-powered voice assistant capable of providing setup and activation guidance in English and 12 regional Indian languages.

Future Feature Roadmap
Upcoming software updates will expand the utility of the feature phone app beyond basic transfers:
- Utility & Recharges: Direct integration for mobile recharges and automated utility bill payments.
- Simplified KYC: The platform will soon support Aadhaar-based onboarding onto UPI, drastically streamlining the bank registration process for rural users.
PFD Context:
PhonePe’s move to capture the feature phone market is a massive strategic play for dominance in India’s Tier-3 and Tier-4 regions. While smartphone penetration in India is staggering, leaving roughly 200 million feature phone users outside the digital economy was a major logistical gap. By utilizing an SMS fallback architecture and partnering directly with budget OEMs like Lava and Itel, PhonePe is effectively guaranteeing its position as the default financial gateway for the next wave of digital adopters. The inclusion of an AI-powered, multi-lingual voice assistant is particularly brilliant, as it directly tackles the digital literacy barrier that usually prevents feature phone users from trusting or adopting complex financial tools.
