Following years of operating on a strictly zero-fee model, a finalized Merchant Discount Rate (MDR) framework will take effect on select Person-to-Merchant (P2M) UPI transactions starting October 15, 2026. Announced via policy FAQs on September 15, 2026, the updated fee structure aims to create a sustainable funding model for India’s digital payment infrastructure while continuing to shield consumers from any associated costs.
Baseline MDR Framework and Transaction Caps

The new cost structure relies on transaction-value thresholds to protect everyday micro-transactions while monetising high-value commercial payments.
- Transactions up to ₹2,000 will not be impacted and remain free of any MDR. This zero-fee bracket comprises more than 95% of total UPI P2M transaction volume.
- Transactions exceeding ₹2,000 will be subject to a standard variable rate of 0.4%.
- To ensure costs remain predictable and competitive for enterprise merchants, transactions of ₹75,000 and above are superseded by a fixed maximum cap of ₹300 per transaction.
- For context, this 0.4% rate is structured to be significantly lower than traditional card-based fees; standard credit card MDRs typically range from 1.5% to 2.5%, while debit card MDRs are capped up to 0.90%.
Consumer Exemptions and Small Merchant Protections
The framework is strictly a merchant-side operational charge; consumers will continue to pay ₹0 for utilizing the network.
- Enterprise merchants onboarded to accept UPI are strictly prohibited from passing MDR charges on to customers.
- Standard Person-to-Person (P2P) transfers remain entirely free, and no transaction quotas or platform fees can be levied on consumers.
- Credit-linked UPI payments, such as RuPay Credit Cards linked to UPI, operate under separate existing credit product rules and are not affected by this specific direct account-to-account MDR amendment.
- To protect micro-enterprises, P2PM (Person-to-Person-to-Merchant) vendors receiving up to ₹1 lakh per month through their UPI QR codes remain fully exempt at a 0% MDR.
- Merchants do not require GST registration to qualify for zero-MDR eligibility, and all existing QR codes and soundboxes will continue to function seamlessly without hardware changes.
Flat Rates for Special Sectors and Capital Markets

Recognizing that thin-margin businesses and critical public services cannot absorb a percentage-based fee without escalating consumer costs, the NPCI has outlined specific alternative structures.
- Payments for specific merchant categories such as railways, telecom services, insurance, and retail fuel will incur a flat MDR of exactly ₹5 for transactions above ₹2,000.
- Utility and education payments above ₹2,000 will also follow specified flat or capped structures.
- Capital Market transactions – which include payments toward Mutual Funds, Securities, Stockbrokers, and Dealers – are set at a highly reduced nominal rate of 0.02% of the transaction value.
- This capital market rate is also strictly capped at a maximum of ₹300 to encourage retail participation in formal financial markets.
MDR Calculation

(Based on the standard 0.4% enterprise tier)
| Amount Paid to Merchant | Applicable MDR Rate | Final MDR Paid by Merchant |
| ₹2,000 | – | ₹0 |
| ₹3,000 | 0.40% | ₹12 |
| ₹50,000 | 0.40% | ₹200 |
| ₹75,000 and above | Fixed ₹300 Cap | ₹300 |
Revenue Allocation and Network Resilience
In August 2026 alone, the UPI network processed a staggering 2,451 crore transactions totaling ₹29.9 lakh crore. To sustain this unprecedented scale, the collected MDR will be distributed exclusively across the UPI ecosystem to fund infrastructure resiliency, cybersecurity, innovation, and customer service. Additionally, a dedicated support fund is proposed to assist small merchants in Tier 3–6 centers, the Northeast, J&K, and Ladakh, with a detailed framework to be finalized in consultation with the RBI.
PFD Context
The introduction of a merchant-side MDR is the most significant structural shift in UPI’s history. By successfully establishing a digital monopoly through zero-fee processing, UPI completely displaced debit cards across India. Now that the network processes nearly 25 billion transactions a month, implementing a commercial monetization model is absolutely critical to keeping the underlying server infrastructure from collapsing.
The policy is remarkably well-calibrated; by exempting transactions under ₹2,000, everyday retail remains completely unaffected, as it covers over 95% of daily commercial activity. Furthermore, applying a flat ₹5 fee to low-margin sectors like fuel retail ensures that essential services aren’t squeezed out of digital adoption. The true test going forward will be monitoring whether independent merchants selling high-ticket items – like electronics and appliances – begin pushing buyers toward cash or direct bank transfers to avoid hitting the ₹300 ceiling fee.
