GSTR-9C Late Fee Waiver Announced for FY 2017-18 to 2022-23: File by March 31, 2025

The Central Board of Indirect Taxes and Customs (CBIC) has announced a late fee waiver for the filing of GSTR-9C, covering the financial years from 2017-18 to 2022-23. Taxpayers can avoid penalties by completing their filings by March 31, 2025.

Notification Details

  • Notification Number: 08/2025 – Central Tax
  • Date of Issue: January 23, 2025

Applicability

The waiver applies to delays in furnishing GSTR-9C, which is the reconciliation statement, after filing the annual return GSTR-9 for the financial years 2017-18 to 2022-23.

Scope of Late Fee Waiver

The late fee exceeding the prescribed limit under Section 47 of the CGST Act has been waived. This waiver specifically applies to taxpayers who file GSTR-9C by the stipulated deadline.

Eligibility for the Waiver

Registered taxpayers who failed to file GSTR-9C on time along with GSTR-9 are eligible for this waiver. However, filings must be completed on or before March 31, 2025.

Conditions for Availing the Waiver

To benefit from the late fee waiver, taxpayers must ensure that both the following are filed by the due date:

  1. GSTR-9 (Annual Return)
  2. GSTR-9C (Reconciliation Statement)

Refund Clause

There will be no refund of late fees already paid for delayed filing. The waiver only applies to fees that exceed the prescribed limit.

Recommendation Basis

The waiver was issued based on the recommendations made during the 55th GST Council Meeting.

Deadline for Compliance

Taxpayers are required to file GSTR-9 and GSTR-9C for the applicable years by March 31, 2025. Missing this deadline will attract the standard late fees.

Authority and Notification Issuance

The notification was issued by the Department of Revenue under the Ministry of Finance. The Central Board of Indirect Taxes and Customs (CBIC) is responsible for the implementation.

Taxpayers are urged to take note of the late fee waiver and complete their pending GSTR-9 and GSTR-9C filings for the financial years 2017-18 to 2022-23 before March 31, 2025, to avoid penalties.
